Horse cart SCANDAL!

As it turns out, it will be another EIGHT years before our local authorities do something serious to ban the use of horse-pulled carts in a capital city. No joke!
Straight from the horse's mouth: the city cannot provide suitable garbage collection services so they rely on people with horse carts to do the job... That would be fine, if traffic wasn't bad already. Now, to make matters worse, many of these carts are driven by kids (who should be at school, let us not forget that!).
Of course, no-one would advocate that the carts should be simply banned (although it has been said that some politicians would love to see that). These people would need to receive skills training and learn a decent profession that could lift them out of poverty.
